Summary
Living Breakwaters are part of a layered approach to coastal risk reduction, habitat enhancement and community engagement where the shoreline not a line, but as extends across a thick section of coastal ecosystems and communities. This means creating multiple lines of defense that step down risk but do not fail catastrophically. It means understanding and managing our shorelines as the dynamic and multi-faceted complex of ecosystems they are. It also entails linking people to the shore and water through education, engagement and the expansion of water-based recreational and economic activity.
