Problem DescriptionCCRP uses an adaptive action approach that integrates monitoring and evaluation throughout all phases of a project. Developmental evaluation is the main framework that is used to guide on-going M&E designs. FRN projects each develop a ToC (Theory of Change) and an M&E plan during inception meetings. This contributes to CCRP's work to document, evaluate, and learn from the development and testing of the FRN concept in order to provide evidence for future use and iterations. This solution provides documentation that can be helpful for those interested in evaluating FRN efforts and understanding CCRP's approach to evaluation.
