Mitigating Risk Before Reacting to Disasters
Summary
There are two fields of thought when it comes to lowering the impact natural and man-made disasters. One can focus on responding to the outbreak of an event. Or, one can focus on creating a mitigation strategy that makes the event more unlikely to occur in the first place. Although the best solutions will put practice both of these strategies, often the most efficient and cost effective solutions will put an emphasis on mitigation. This is one such solution.
