Neighborhoods may be isolated after a storm event. Decentralized emergency power, water supplies, wastewater treatment, and communications systems provide continuity. Low areas in the city, where flooding can inhibit normal construction, may harvest rainwater or treat effluent. These living machines can be ringed with solar panels and battery storage to power electric vehicles and operate pumps. Redundant communications base stations ensure data and voice lines remain operable. These areas can also become hubs for neighborhood activities, recreation, and exchange.
