Low implementation costs are necessary for implementing solutions in areas such as slums were poverty is already a major issue. They are also necesary in situations where a problem is so widespread that even large budgets can't cover costs of expensive capital. Whether it's through inexpensive, easily manufactured materials or low overhead costs, solutions that are implemented with low costs attempt to pack a punch with all but the smallest of investments. Among many other benefits, if a solution is cheap enough to implement, it means that its beneficiaries are able to afford it themselves.
