Watershed Improvement District
Summary
Local, special purpose governments with local jurisdictions where watershed boundaries overlap town/municipal boundaries. WIDs have powers to assess fines/fees based on watershed impacts & drinking water /sewer services. All WID's in a watershed pool resources/authority (via MOU/cooperative agreement) to assess user impact fees, do payments for ecosystem services, offer green infrastructure micro-loans to homeowners, reduce flooding & protect water quality. Resident improvements increase water quality/reduce costs of pollution mitigation/flooding (& reduce flood insurance rates).
